When is diversity training a waste of time?

Recently in the news, it was reported that the U.S. State Department had suspended diversity training. The knee-jerk reaction could be one of discouragement but when diversity training is delivered in the absence of a diversity strategy tied to performance accountability – then it is waste of time and effort which falls on deaf ears. What is your take on this?
