What is the dark side of enabling at work?

Whether in politics, community groups, family or at work, chances are high that you can find someone who either makes excuses or covers for a person who is irresponsible and whose behavior is destructive. Although the negative enabler is genuinely trying to help, the reality is that in many cases the situation does not get better. So instead of constantly making excuses for someone’s dysfunctional behavior, for example, what else can be done to stop negative enabling?
