"You are not ready" for a promotion, really?

Sometimes we hear that someone “is not ready” for a management promotion or as a manager not the right time to move up to the next level. And we may not get a straight answer as to why so it’s like needing to decode what this means – 4 big areas – unsuccessful at managing a special project or feedback that you don’t pull your own weight or not management material or simply they don’t like you that much. Other reasons may include “micromanaging, slacker, wishy-washy, too nice or responsibility dodger who blames others because it is never your fault.”  Polite feedback perhaps is to focus on  “leadership and strategic” skills development. So, why is it that you may or not  be “ready.”?
